Rates at youth hostels in Stockholm run from for a bed in a dorm to for a private room. This is not necessarily less expensive than in real hotels, where sharply discounted package rates are available in the summertime. A double can be found from per person and that includes breakfast, a bus and subway pass, free admission at 50 sights and 8 free boat tours.

Since children under the age of 18 are free if they're travelling with two adults, two 18 year olds travelling with two 17 year olds can actually get a really nice two-room hotel apartment for as little as per person incl. package features, but excluding breakfast.

So a good idea is to have the hotel reservation system on this site calculate total cost before deciding on where to stay.
